Chelmsford City Council: dog rules

Council-wide dog rules, beaches and named places

Rules added

  • Pick up after your dog straight away on any land the public can use, anywhere in the city council area. Fine up to £1,000.
  • Hylands Park has its own dog order: dogs on a lead in one marked area, on a lead after 9am in another, and not allowed in a third. No more than four dogs per person. Assistance dogs are exempt. The council publishes a map of the areas.
  • Both orders were consulted on for renewal in autumn 2026 (consultation closed 9 October 2026).

The council pointed us to its PSPO page by email, 27 October 2026.

Assistance dogs: most council dog orders and beach bans exempt assistance dogs, such as guide and hearing dogs. Check the source if you are unsure.
